Under-powered EFI 460

About two months ago I purchased an '89 F-350 4x4 w/ EFI 460 & manual 5 speed. Compared to my '82 F-250 4x4's 460, this newer EFI 460 is a DOG. I have read a few posts in this forum about changing ignition timing and have followed the procedure as posted but I'm still having problems. I will run engine till it gets to operating temp. then shut engine off, remove Spout connector and using a timng light set timing to 12-13'. I will then let engine run a minute or two then turn it off and re-install Spout connector, the engine will start right up but it idles a little higher and checkng with timing light it now has about 20-22' BTDC at idle. I've let the truck run for 5 minutes or so to see if the computer will readjust itself, but with no luck. Anybody got some suggestions? Am I doing the procedure wrong? I appreciate any and all the help dealing with this matter.
