Rear upper shock bracket

I have a 2002 f250 5.4 4x4. I was trying to remove the rear shock and stripped one of the upper bolts/nut. I have tried a jigsaw, drummel, nutcracker and a hammer and chisel and cannot get it off. I saw the bolt comes out of a bracket so I can't just cut it and replace the bolt. I was thinking of removing and replacing the whole bracket but I'm unsure how it is connected to the frame. Is it welded? It has 4 bolts which apparently go through it and the frame but neither side has a nut. Both sides have a lump like a carriage bolt. Anyone have any idea how this is connected and how to remove it?

Those are rivets. Cut with die grinder and replace with a bolt.
