What is this part?
This is off a 95 E350
After I installed my new fuel pump, got the car to start. I turned it off to put the starter/ignition coil back in it's place and probably tripped over this line hose.
There are two small hose line, one back and one pinkish. It's right next to ignition coil.
Also where do they connect to and does this really cause a no start issue if it breaks?

Both the hard plastic lines your asking about are vacuum lines for the EGR Valve Control Solenoid/Motor. This will effect the EGR valve and the DPFE sensor.
They should not cause a "No Start" issue, but they may cause a intake vacuum leak = resulting in a high idle. You'll need to trace down the other end of each color line and re-connect it, broken hard plastic lines can be replaced with 5/32" rubber vacuum line slipped over the broken ends, or using some heat-shrink tube over a cracked/broken line.
I really suggest you read and save this Link for further info, or if you have a "No Start" read the topic on that.
