Yep---disconnect the electrical connection, plug the vacuum source and remove the cable from the throttle plate---that should eliminate it completely.
Not sure how close that system was to GM's of the same era but on/off/set controls were on the turn signal stalk.

Once again the experts bail me out when the internet fails.
1. Lets show how stupid we really are. You're almost right fordman75. No engine swap, I didn't even know what year it is .. It's a 1998.
2. Weren't the cc controls on the steering wheel? Looks like some has messed with the column.
3. I pulled the whole thing out intact. Anybody need CC?

Nope not a Powerstroke. A 89 is a 7.3L IDI. I've got one of those in a 91 Ford truck sitting in my back yard.
