I would love that, Craig. Diesels are emissions exempt here, so no test for that, but it still needs to go thru all the safety stuff. In a way that's good - I can't jack it up and check stuff out myself at home living on a hillside and all.

Steve - it could very well be that the trans isn't truly in park. Worth trying to be sure.

Hi Bill. Yeah, we'll see.

How do you test a starter anyway? I put twelve volts on it and it didn't do anything. I thought it would whirl at least.

Honestly, I've always taken mine to get tested. I don't know how to "DIY" that test.

Morning PA.....You said you put 12v on it....did you also insure you had a GROUND? I know, dumb answer, but I HAD to ask.

Also, does yours have an internal starter relay? If so, maybe it's kaput!

yeah, i grounded it. but i tried the same thing on the new starter and nothing happened, either.

Both my gas trucks are excluded from emission testing. Delaware has the easiest inspection where you drive through the facility and lights, horn, wipers, and brake testing are completed while in the vehicle. There is also a general walk around looking at exhaust, tires, etc.. I know some states you have to drop of the vehicle at a garage and they pull wheels to check brake linings, check shocks, and much more. I bet some of these garages tell you you need things just to get the business.

PA is one of those "pull wheels, etc." states. My guy doesn't do all that to all of my trucks, though, because he knows I maintain my stuff.

Funny story: When I first got the Expedition, I took it to the local dealer for inspection (I used them all the time for it). I had a $2,400 bill just to pass. Needless to say it got taken out of there and not all of that work was done as it wasn't necessary.
