You still having trouble, perhaps the computer is the problem perhaps its not providing the ground rather than running the pumps continuously which would be common/normal failure mode found in computers, or simply suffers a bad connection at pin in harness connector at the PCM, or damaged someplace else along its path.
If you haven't yet ground out pin #6 at the eec test port (test port Located just behind the hood hinge on the drivers side if you don't know that yet) use any suitable section of wire will work to ground it out, pin 6 should be a light blue wire with a orange strip but use diagram above.
Ground it out then turn the key to "run" you should hear the pump run (make sure you test both tanks using your tank selection switch).
You hear relays or at least one relay click, that suggests you have what it takes at least up to the PCM relay.
If you've already done that test, you have ground out pin 6 at the eec test port turned the key to run and nothing happen? you need to post that please.
If the pump, either one of them works during said test? then you'd need to test the circuit between the fuel pump relay and the main harness connector at the PCM for continuity checking all connections.

There are two pins in the plug of the fuel pump relay that have power with the key on.
One is powered bu the power relay and the other is the power for the pumps.
The power for the pumps is shorted to the wire going to the fuel pumps by the fuel pump relay.
This relay is closed with a ground to the other side of the coil of the fuel pump relay.
That is why I asks, does the fuel pump relay click when the key is turned on and click again one second later.
I to think you may have a computer problem but I want you to do these test so we know if it is the computer or not.
