Welcome to FTE!
I have never worked on one of these "newer" trucks, but I have read on here several times about the degree of difficulty (almost impossibility) of repairing that rusted out drip rail over the windshield.
My advice is to keep looking... And I would not offer even $1,000, by the way, unless you have access to a better cab and the rest of the truck is perfect (which the pics show it is not).

That rust is what worried me the most, this would be my first project and I just dont want to have to cut the whole cab up and cost me more then the truck itself unfortunately

Obviously the truck was built to look this way on purpose, but IMO not fixing the floors and rotted roof are signs of a quickie build to flip. Patina rods are popular, guy is probably fishing for someone looking for that style of truck without a lot of knowledge. Unless there is a lot of modern stuff installed correctly under that skin the price is as stated $5000 too high. All I see is a few hundred dollar 4 link kit.

Jon - Your ideal find will be a running and driving truck that is safe to operate. Surface rust is understandable and acceptable. Roached out cabs and floor boards, not so much. The brakes and suspension should be usable as bought and same for the engine/cooling systems. Interiors, wheels, and paint are personal preference. You do not want to buy an abandoned project unless you have the money/ability/time to discover and recover from all incomplete or incorrect prior work. Buy the best truck you can afford and let the good folks on FTE help, as you wisely have done.
Enjoy the journey!
