Take it to a radiator shop that has the ability to repair radiators. (Good luck finding one!) They can clean out the tank and solder a plate over the hole for you and it shouldn't cost much.

I think it would be easier to run the vent line to the charcoal canister...
You could just cap it, as if it were a spare vacuum line. Then run a vented gas cap.
I agree with bkaul if your replacement tank has the original tip-over valve installed. I was assuming it didn't. I removed the charcoal canister in my 74 F100 and rerouted the vent line from the tank to the drivers side frame near the rear wheel and installed a filter in it so I could still use my non-vented gas cap.
