Need help with seat lumbar

Since you hear the motor noise, the compressor is apparently trying to run. If you press the button to deflate the lumbar do you hear any faint hiss? If not, there's a good chance either the lumbar bladder has a hole or the hose to it has a leak. Until you do some more troubleshooting, the only fixes that will be offered here will just be guesses.

According to the factory diagram for the 1998 power lumbar, the deflate position of the switch does not involve anything electrical. In the deflate position the "fill" tube of the lumbar bladder is just vented to atmosphere. Since you are not hearing anything when you press deflate, the bladder is likely not filling. Since the compressor seems to be running, I'd guess you either have a hole in the bladder or the switch to switch the tubes between the compressor and the vent is leaking.

Well, I've never personally had the seat from a 1998 apart so I'm not sure what you can reach with the seat swill in the vehicle. The only seat from an Explorer I've had apart was for a 2004 Mountaineer and I removed it so I could get to the seat heater pad so I didn't fuss with it much while still in the truck.
