Ford 550 Brake job

Hi everyone
I just had a safety done on a Ford 550 (2001). The diesel shop said that everything fell with in the safety guidelines in tolerance, but said that the brakes need to be cleaned up a bit from sitting, saying that shortly they will need service.
The shop proceeded to do a brake job , including E brake service. A few lamps were replaced and the windshield (subcontracted)
My problem is a bill for 22 hours labour @ $75/hr. Being somewhat mechanically inclined I feel 22 hours is excessive for what is basically a brake job.
Can anyone help me out on what the time frame should be?
I am guessing 12 hours with the E-brake

WOW!!!
i do a 4 wheel brake job, replacing including rotors calipers, hoses, pads, and E-brake shoes, and bleeding the system in under 8 hours.
