94 f-350 with 460 has me stumped!

You do not even need a test light to get the codes.
Get paper and a pen, ground the STI wire under the hood, get behind the wheel and turn on the key and start counting.

116 ECT
Both sensors are out of range.
Code 111 System checks ok.
I don't know if the ECT would keep it from starting but the IAT will definitely keep it from starting.

so im assuming that the IAT and the ACT are the same sensor? I originally thought that the iat would be in the intake tubes (which im missing, previous owner lost). Upon inspection I see it is on the actual intake. Should I just replace both sensors? I figured it would at least somewhat run with bad sensors.

Yes was wondering if I should replace the ect and iat both. No the iat is in the intake I originally thought it was in the intake tubes im missing, but its on the engine. Sorry for the confusion.

I would not replace them unless they came back with the same code after the engine is warm.
You can test them if you like:
Fuel Injection Technical Library » Engine Coolant Temperature Sensor (ECT)
&
Fuel Injection Technical Library » Air Charge Temperature (ACT)
