What is this red line that's severed?
Great if somebody could tell me what this is, and whether that's the reason my air conditioning issues?

Yes. It gets vacuum from the little vacuum tree on the intake manifold.
Some small rubber tubing will solve that issue. Simply cut a piece about 2" long, and insert both ends into it.

Yes, it's a vacuum line, and needs to be connected

Vacuum line. More than likely your ac issue

I don't know what truck you have, but according to the EVTM manual for my '90 that is one of the vacuum line to the heater/AC function switch, and as others have pointed out, yes it needs to be connected.
