99 f250 pulling to the right

I'm working on my brothers 99 f250 super duty 2wd. The truck pulls to the right. Here's the list of things I've changed and checked
1. Gear box
2. Tie rods
3. Ball joints (aligned)
4. New bearings and seals
5. Brake rotors and calipers. Front and rear.
6. Rotated tires front to back
7. Rotated tires in cris cross pattern
8. 4 new tires (factory size tires)
9. Rebalanced tires
10. Aligned for a third time.
And the truck still pulls right. I'm pulling my hair out trying to figure out what is causing this! Please any help or advise anyone can give would be greatly appreciated! I'm a 20 year mechanic and all the work has been done at my job.

is the rear axle straight.....out of axis would cause a need to counter steer.

According to the hunter alignment rack the thrust angle is perfect.

If he has owned it before it started, at what point did it begin? If it has been a recent purchase and has done it from day 1 then find out if it had been wrecked, and if so check all frame mounts and attachment points for signs of change...you didn't state the type of pull, as a drift or hard pull etc.

Sorry, it's a drift. If you hold the steering wheel straight and level it drifts to the right. To stay straight you have to turn the wheel left about 15 degrees. The truck is a somewhat recent purchase. My brother only uses the truck a few times a year to pull his camper. The last option I can think of is that the frame might be twisted from either him hitting something or from pulling the camper

What are the current alignment numbers?

You could try this:

Cross-Camber and Cross-Caster
Most street car alignments call for the front camber and caster settings to be adjusted to slightly different specifications on the right side of the vehicle compared to the left side. These slight side-to-side differences are called cross-camber and cross-caster.
For vehicles set up to drive on the "right" side of the road, the right side is aligned with a little more negative camber (about 1/4-degree) and a little more positive caster (again, about 1/4-degree) to help the vehicle resist the influence of crowned roads that would cause it to drift "downhill" to the right gutter. Since most roads are crowned, cross-camber and cross-caster are helpful the majority of the time, however they will cause a vehicle to drift to the left on a perfectly flat road or a road that leans to the left.

Thanks for the input. However, on a perfectly level road I.E. A parking lot. The truck still drifts right. I performed a torque to turn test and it failed. Replaced the ball joints on both sides and upper and lower with no luck. This thing still drifts right. I thought maybe it was a defective ball joint so I performed a turn back test in a parking lot and the wheel came back on both sides. I'm at a loss.

Also I previously tried to compensate for the road crown and it didn't work

Frame twist exists in every vehicle on the road...find a 2 lane road with a pronounced crown and use the opposing lane...does it then want to move to the left or center out.

Also dynamically unload the truck/while under motion freewheel it in neutral.

One more thing...does it have any hey look at me stuff, lifts etc.

No the truck is completely stock. I measured the truck yesterday. The front left bumper to the ground is 30.5" the front right is 30". We're taking it to a local body shop now and having them put it on their frame rack. At this point I've told my brother to either deal with it or get rid of it. He only drives it twice a year.

Road crown is not the cause. No matter what we've tried the truck drifts right. We even tried removing the belt and driving it for a short distance (2 blocks) and it still pulls right.

Ok...it sounds as if you either did or didn't try using the opposing lane suggestion but if you didn't you should, it will tell you alot. I didn't see if you checked wheel base numbers, hub to hub. But alas, your there I'm here and that is not a formula for solving the issue.
