No Power at the OBD Connector ?

Working on this '04 E250 van and I'm not getting an power at the OBD connector (using WIFI reader). The reader works fine in my F-250 and other vehicles. Checked all the 30a and under fuses, all look okay. Any suggestions would be appreciated.

Is there power at the cig lighter/Power Point plug? Lots of time fuses LOOK good but are bad. Use a meter or test light to insure you have power on both sides of the fuse.
