Lifter noise

Hey guys I'm racking my brain trying to figure out where I screwed up on this rebuild. The lifters just don't seem to be pumping up replaced still no go and causing a lot of clatter any ideas?
351w
Xe comp cam flat teppet
Comp lifters hydraulic
Rhs pre assembled 180 58 cc heads
Standard oil pump has psi

Did you check the rocker arm to valve stem clearance?

Yea every thing looks good it's a fully adjustable valve train but my first engine build. Think I'm going to take her to the shop cuz I'm stumped. Might have missed somthing like an oil galley plug.
