Exhaust manifold tap size??

Exhaust manifold tap size??
I had to take the exhaust/intake manifolds off to replace the gasket due to it falling apart. When I took it off the block I could scrape all the old gasket off the block fairly easily, but the manifolds were not so easy.
So I decided to take the manifolds all the way out so I could scrape them clean. In the process of doing so one of the bolts for the exhaust pipe connection broke flush. Not too surprising. The other side was a stud and I had to burn the nut off with a torch.
Now I have extracted the broken bolt out of the manifold, and went to clean up the threads with ta tap, and here's the problem.
The threads are 7/16-14, but after cleaning them up the new bolt wiggles loosely in the hole.
Is this something to worry about?
Should I drill and tap it to 1/2-13??
Can I just use heat resistant loc-tite instead of re-tapping larger?
Thanks!
