e-350 van chassis on RV---HELP!!!!!

I have a class C RV on a 1996 E-350 chassis. Recently, I have developed a vibration and a pulsing of the brake pedal when stopping. This condition is very bad on hard stops (shakes your teeth out). I have put new tires on it all the way around. (This condition was happening before the tire replacement). I brought it to my mechanic and this is what he has done. He had the front rotors cut clean, replaced the front pads, cut the rear drums and sanded the pads. Repacked the wheel bearing on the front. He checked all tie rods and assorted stuff and said everything looked great. He replaced the steering stabilizer. The unit still has the vibration when stopping but not as rough as the first. There are no vibrations or noises when driving normally. Anybody has any suggestions of other things I may check??????? The front tires that came off before the replacement appeared to be "scallopped" I will have an alignment next week.
