Radiator Fan engaging at cold start. Temp Sensor/Sender

Radiator Fan engaging at cold start. Temp Sensor/Sender
Hi, I have a Ford Explorer 1998 4L XLT. The Radiator fan kicks in at cold start up and stays on all the time. I think the Temp Sensor is bad and I know the Temp sender is bad that goes to the gauge (The gauge works when tested but not with the sender)
Question is where is the Temp Sensor I have some pictures (not sure how to load them). I think its the one with the gray cap right above the red caped one. I know the red caped is for the gauge. Anyone know if that is the temp sensor, or if the Sender would cause the Fan to always stay on?
Or if it could be the Clutch or Relay, or all of them anyone know where the relay is on this truck?
