Yes, I have seen more than one of those not replaced.
Your are building a very nice truck so I recommend you make sure your engine is right. Like an old Fram commercial, you can pay me or you can pay me later. It is cheaper to fix it now.
Use pry bars or large screwdrivers and work behind both gears, top and bottom. Work a little at a time until the top gear comes off, you will not need to take off the bottom gear completely. BEFORE TAKING THE GEARS OFF align the marks on them, it will make putting it back together easier.
It sounds like you have your answers for the oil galley plug locations and how to remove the timing set.
One thing I'd add, and sorry if its already been mentioned, but its a good idea to prime your pump by hand before you install it. Fill your oil filter. Then use a oil pump primer before you put the distributor back in and check your pressure gauge before you fire it up to verify oil pressure. You can use an old junk distributor shaft if you remove the cam gear, or buy a ready made unit. Then you'll know you have the issue sorted out without chancing engine damage.
So I need to take off camshaft retaining plate to check other 2 galley plugs? If so, any precautions before I do? And do I definitely plug the threaded hole behind the distributor gear? (2nd pic)
No, nothing special about pulling the cam retainer plate BUT it looks like you appear to be missing the two plugs on the left side. There is no plug in the hole above the retainer plate top bolt, that is a drain hole for the lifter valley and is supposed to be open.
As far as priming the as Nick, that is always a great idea. I always do that on new engines and old if it has been sitting for an extended time. But for SBF all you need is an Allen socket and extension. A speed wrench works best to drive it but ratchet will work . Save your money, don't buy a high dollar prime tool for SBF, it is not needed.
On the other holes that are not threaded they use push in plug like a mini freeze plug, but they need to be staked to keep from being pushed out by oil pressure or you can tap them with a pipe tap and use screw in plugs then they can't get pushed out. I always tap my performance builds.
