'91 F250 shifting issues

Hey guys,
I've got a '91 F250 7.5 4WD. It has the E4OD transmission. I am new to the F250 world, so this whole project has been a major learning experience for me.
We're almost in daily-driver condition, but I'm having a little trouble. The truck shifts too early when accelerating, and then doesn't downshift when it needs to: climbing a hill, etc.
I have a friend who suggested this may be an issue with the throttle position sensor. It's a $45 part, and not a big deal. However, I'd like to make an educated decision, so any other ideas or explanations would be greatly appreciated.
