That sounds like an interesting tactic, but I can tell you if I tried something similar at my local DMV they'd simply refuse to do the paperwork and probably refer me to someone in Santa Fe. In the meantime I'd have an untitled and unregistered vehicle.

here in joisey they will give you a whatever if you are smart.

then 6-7 months later you get a bill in the mail.
most people think since it is from the state, it has to be paid.
i have been getting them for 35 years, and have been throwing them away for 35 years.
they can only tax you for what you paid. not what it is worth.
as an example,another time i bought a 2002 F-350 diesel 4X4 crew cab for $750 with a blown engine.
they tried charging me $1400 in sales tax because they said the truck was worth $20,000.
i told them i already paid the $52.50 sales tax for the sale amount.
and that i overpaid for the truck because it was going to cost more for the engine and trans than the truck was worth and it was getting cut up for parts.
the only reason i was there at all was to put the title in my name so i could get rid of the remains after it was cut up.

Here in WV, there is a minimum (I think $500). If you put that you paid 400 on the title they will go by the book value, but 600 you pay the tax on 600. I'm not sure if that applies to a $25k vehicle or not but I'm pretty sure thats the way its done here.
