Help with fuse?

Hi all, I have a 2008 Forde Edge SEL.
Recently when we hopped into the car, my wife found a small clear cylinder on the passenger floor that contained a flat metal pieve inside it, and as well a screw on cap and spring. And at the same time, we noticed the cigarette lighter power outlets (we use for DVD players) stopped working...
So, is this a fuse that fell out? Is there a fuse box of some sort in front of the passenger seat? I couldn't see one, and didn't see much in the manual.
