Well, it's a few things. First and foremost, I trusted the internet and all the things I read. My fault as everyone was saying the registration could be changed at the DMV to read diesel. Problem is, while they can verify it's a diesel with minimal effort (for some) they couldn't figure out that the sticker that states it was from 1993 meant that the motor was from the year 1993. Because diesels require smog checks if manufactured after 1998 they sent me to the referee. Sucks, but whats a guy to do?
The only "emissions" stuff on the truck is the grid heaters. Can't be polluting Al Gores green earth now can we? CA law also says when changing motive power you have to use any computer controls that were originally on it. Apparently that means the trans too. The PCM is used to control 3-4th shift, grid heaters and check engine light. Pretty easy hoop to jump through so I'll never have to deal with them again.

Update.
I got a parts truck cheap last week and spent all last weekend swapping doors, hoods, fenders and tailgates. Not the exact color but close enough for now.
I spent this weekend doing disc brakes in the rear.
Parts used:
78 F-250 rotors. Machined the inside to fit the spindle.
85 Chevy K20 calipers
72 El Camino brake lines
Banjo bolts Napa part #82700 (waiting for these)
I had to shave a little bit off the caliper itself to get the brake hose banjo adapter to fit. Simple.
Hoping to do the hydroboost and proportioning valve next weekend. Still need front driveline and transfer case linkage. I've been playing with the kick down cable and it's finally shifting really good. Fuel mileage is still around 15 which sucks seeing as everyone says 18-20. Shoulda known.

Oh, and my old man has been swearing up and down I can get rear door panels made up. He's been doing upholstery since he was 14 and knows his stuff so I didn't argue. He looked at my rear panels and said they were after market and that one of the companies has a mold. He couldn't remember which one, so he gave me some numbers. I'm hoping to make some calls this week. I'm not holding my breath, but the old man seemed certain. I'll post my findings.
Speaking of door panels, mine need replaced because the fastener mounts are all cracked out. I used these fasteners and they worked really well.
