maximizing low end

I've got a 89 460 efi and am interested in rebuilding/modifying the engine to maximize low end. I'm pulling a 9 ton equipment trailer and don't plan on ever revving this thing over three grand. Also I live in an area where the local inspection guys can fail me on a visual inspection so the engine has to look stock. My thoughts so far are to use a high lift cam like Crane's 359331 roller. I know that with an lsa of 112 degrees this may cause problems with the speed density but also have read reports that this cam works fine because the cam is so steep that it creates an adequate vacuum signal anyway. If not what are the possibilities of fixing that with a tuner chip? I really don't want to go MAF because of the all stock look that I need to pass inspection. And sourcing stuff from the stock legal CA 460 MAF will be difficult. Also, what about compression tweaks( head milling, chamber reshaping, aftermarket pistons etc.)? It's getting completely rebuilt so the pistons are being changed anyway. Since I'm going for super low rpm, I believe that the stock exhaust manifolds and stock valves are probably best. I'm familiar with the Project MPG mods with the increased fuel pressure etc so will be running all those mods as well. Many people want upper rpm power and this leads to a bunch of design compromises that I don't want to make. The V10 ford is a prime example of this kind of thinking. I'm looking for no compromises below 3000 rpm. Thanks.

How much tuning are you willing to do/pay to have done? If you are OK with fully reworking the fueling/timing maps then get a 4.3" stroker crank and a custom cam. You'd be around 521ci, and have torque like a diesel. Clean up the ports, have the intake ported, get the compression close to 9-1, big single exhaust. Probably wont rev past 4k if you do it right. Would look completely stock, but have much more torque.
