There is no replacement for displacement! With bigger displacement come greater torque, and with greater torque it is easier to build bigger horsepower. But there is something to be said for High Revving Small Blocks. I don't know that you could ever get a 223 to be very high revving as it seems the parts would be a little hard to find, ie Roller rockers, Roller cam, forged crank... all of the requirements for a high revving engine.

Scrounge up a set of Fenton hedders, a three carb intake and a vertex mag and there ya go! There was quite a bit of hop up parts for the 223 made but they are expansive nad quite popular for rods.
My 30-31 Model A based roadster if i ever finally build it will have a 223 and a 5 speed.
