87 E250 timing issue

Finally gotten around to work on my first ford and I’m running into an issue that is stumping me.. my timing chain has been very loose so I replace it with a double
roller setup and for some reason I can’t get the timing cover to seat correctly, there is a lever on the inside of it that seems to be hitting on the tensioner. No matter how I try to wiggle this thing in place the top of the cover will not set into place. I’ve done a lot of work on 90’s Toyota’s but this is my firdt
ford/v8 engine ive worked on. Am I missing something here?

There's no tensioner inside the timing cover on a small block Ford. There may be a fuel pump eccentric or an oil slinger on the cam gear retained by the cam bolt. But it shouldn't interfere with the cover fit. There are also two cover locating hollow dowels on the bottom cover bolt holes that positively locate the cover to insure the front seal is centered.
