P40 = P400 (P series Parcel Delivery).
J = 223 1V I-6.
7 = 1957.
E = Mahwah NJ Assembly Plant.
32725 = 1957 Numerical Sequence of Assembly, the trucks specific serial number.
Post a pic of the plate, what you wrote for the 2nd line doesn't make much sense. For example, there's no 37P unless there's a space between 37 & P.

Sorry! My dad read it to me over the phone. There indeed is a space between the 37 and the P. He’s driving home with it now and I had him check for me. I’ll post a pic when he’s home and gets it cleaned up though in case I missed anything else.

37 could be 137" Wheelbase and P could be the COLOR code for Prime. Both are listed in this sequence on the 2nd line of the plate, with 37 being listed first.
If 13 E is 13E (no space) = Assembled May (E) 13, 1957.
