I dread they day they put that crap down on our road again. God it makes me so mad! Our county has to cheap out and tar/gravel the roads instead of actually paving them. My road was in great shape...then 8 years ago they just decided to cover it with their "surface treatment", and have done it every few years since. Can't even ride my motorcycle for 3 months until the tar hardens up and the excess gravel is pushed off the road
I'm sorry for the rant....but this topic really strikes a nerve with me.
You can use the edge of an old credit card (or other plastic material) to scrape off the bigger chunks of tar before you use a cleaner to take off the residue...

I used good old Turtle Wax "Bug & Tar Remover." Had to soak a rag and leave it on the tailpipe multiple times in order to soften the tar. It got about 80% of it off. To get the last of the baked on tar/crud, I followed up with "Rubbing Compound" and elbow grease.
I throw some wax on the chrome exhaust tip every couple of months, and the tar/stuff now comes off a heck of a lot easier.
