Lever to release the Backrest?

I am working on my Bench Seat but I dont find a "release lever" for my Backrest. It looks like a PO cut something but I dont understand why?
Can you help me out here? What's missing?

It looks like somebody just zipped the little tab off.

Yes, they did cut the tab off !!! It really looked like they did but I dont understand why. Could it be to get the Seat Bench 1" more backwards?

Unless they had a sub box back there and needed that 1/2" you gain by cutting the tab off, no need to cut the tab off to move the seat all the way back.

Here is the gap with the seat all the way back. Time to fire up the welder.
