To be goverened, no as long as the operator does not overspeed it. I was always a
Holley guy, BUT weather here is like a yo yo. Those gov. Holleys don't like the damp
in the 30's degree weather carb icing black smoke the govornor all iced up. Then the
leaking accelorator pump due to this crap gas. So for around $250 for a new manual
choke Eddelbrock, what a difference no more icing or leaking. Would have kept the
holley but I can't find a good kit all these kits are junk nowadays....

You can install a non governed carb on the engine but I highly recommend you purchase some type of rev limiter (MSD, ect) to prevent the engine from over revving (3900 rpm max).
We had a couple of 391 powered trucks with a bad governors, I can personally tell you if over revved much it can and possibly will crack a piston, break ring lands out of pistons, crack cylinder walls, jerk the end out of a rod, break the crank shaft (be there,had them all happen).
