Carter/Edelbrock questions

Hello big block forum.
I've got a Carter AFB that came on my engine and I've got a couple of questions identifying parts on it.
This port
this had a piece of foam rubber strapped on to it with wire. What is it, and should I just cover it with a vacuum plug?

And
This lever
It has a screw for adjusting something, theoretically, but it's spinning freely and isn't attached to anything

My edelbrock doesn't have the port shown in the first pic but it looks to be a vent so should be fine capping it, would hook up to a charcoal canister normally. The second pic is for the auto trans kick down.

My truck doesn't have an evaporative system so I'll plug that port.
The lever is next to where the transmission hooks up.
That's the kick down lever behind it

If I am understanding your question, the screw adjusts when the trans kicks down, the lever the screw rests on should move when you open the throttle and move the trans lever until you get close to full throttle and the trans shifts down to second.

Never just plug a bowl vent. doing that can cause flooding and other driveability issues. Put a hose on it that gets filtered air, either from the air filter housing (in the airflow after the filter) or put a small filter on it like the ones seen on rear axle vent hoses.

Thanks for the pointer, James. I have a vacuum plug on it right now but an not driving it as I'm in the process of replacing a lot of brake parts.
I'll look for a small filter for it.
