Windshield washer pump no power

2001 XLT V10 4x4 Excursion

If I push button for windshield washer the wipers come on but no fluid sprays on windshield. Same with rear....wiper comes on but no spray.

Jumped washer pump directly from battery and pump comes on and water squirted on windshield.

Had kids push washer button while I held volt meter on washer pump power and ground wires.....Nothing 0.0 volts at pump, but wipers came on.

All fuses are new, is there a relay? I did swap them around with no change.

Suggestions?

Here you go...for 2001:

Potential bad news here is that both of these run through the GEM module. If the part of the GEM that controls the washer pump is bad, then that is not good.

Well I hope it's not the GEM.

I have power at washer pump fuse, and both front and rear relays.

Relays are good, so I will spring for a new turn signal/washer switch and cross my fingers that the button is the issue..... $70 yuck.

Could be a broken/corroded wire, bad contact, or burnt pin. Don't go buying a GEM till you check wiring. Super easy to check continuity.

Yes, I have but it's confusing.

I have continuity between -bat and -washer wire.
I have continuity between - and + washer wires but only .63 instead of 0.

Not sure if + side is supposed to go to 0 when button pushed when compared to + battery terminal or not. Guess it dont matter much there is no change in continuity when button is pushed.

Wiring is pristine for a 16 year old vehicle, no cuts, chews, or frays.....just old.

On my other excursions I can barely push washer button and windshield wipers come on with no water. I have to push button all the way for washer to come on. I "hope" its the washer button.

Yes including every other fuse too.

When I get a new excursion, one of the 1st things I do is put new fuses in at all locations.

Still I rechecked the washer fuses and double replaced them.

I even swapped relays 206 and 209 with known good ones. No change pump still will not spray.

you should have a violet/light green wire delivering voltage to your washer pump. Find its source at the relay (wire coming out of relay pin 3) and its termination at the pump. Then set your meter to ohms. Put your red lead on the pump end of the wire. Put the negative lead to the relay end. Measure resistance. It should be around 1 ohm or less. If it checks good, move over to the black wire coming off the relay (ground). Check from the relay (pin 4) to the grounding point @ G100 for resistance (right above the battery junction box by the hood hinge). Then check the white/black wire coming from fuse 13 to pin 5 on the relay, etc. All should have very low resistance in the 1 ohm range or less.

Thank you I will do that.

Took GEM out to look at it.

Looks clean and no signs of water. It actually looks new.

While you have your meter out, also check to make sure there is NO CONTINUITY (open) between those colored wires and the negative battery terminal. If there is a resistance number shown on the meter, it can indicate a short to ground (should blow fuse, but might not).

Pin 3 to power wire at pump = 0 Ohms
Pin 4 to ground point = 0 Ohms
Pin 5 to fuse 13, both sides 1 ohm...no continuity.

My fuse 13 is second one down from top in second row from left.

I think my pump fuse is 11.

I guess I have a bad wire from fuse box to relay?
I was checking relay 209 not 206.

2001 excursion fuse 13 is for stop lamps and speed control. Fuse 11 is for washer pump relay coils and wiper motor relay coils.....I will check it.
Above is according to manual I pulled off Fords website.

I have continuity from fuse 11 to pin 2 on relay 209, I think it's the front washer pump relay.

I have continuity from fuse 11 to pin 1 on relay 206, I think it's the rear washer pump relay.

Not sure what this means or if it's normal.

Readings were not 0 but .005ish

With relay 209 plugged in the resistance between - cable and washer pump power wire is 0.

When I pulled relay 209 resistance between -cable and washer pump power wire was 1.

Relay 206 was plugged in whole time. Fuse 11 was pulled whole time

Photo of relay, same as ones in my 2000 excursions.

Fuse 13 under the hood (battery junction box). Not under the dash (central junction box).

Check again with the correct fuse 13.

I thought maybe I had a short since I did not get an open reading between washer power wire and ground terminal when relay 209 was plugged in?
