D5TZ-13A805-B (replaced D5TZ-13A805-A) .. Speed Control Horn Pad-Walnut wood grain finish / Obsolete
1975/77 F100/350 & Econoline. No one reproduces this horn pad, none are available NOS
At one time Carpenter had the pad and the Speed Control only steering wheel (LMC and etc were buying both from Carpenter), but both were NOS and all have been sold.
The Speed Control switch came either with the horn pad or was available by itself.
The Speed Control switch (D5TZ-9C888-A) and the Speed Control only T/S switch (D5TZ-13341-B) are available NOS

Couldn't keep my white legs out of the picture. The exterior rubber isn't great, but salvageable. The electronics all still work great.
The plastic structure is all busted up, and probably beyond repair.
The bezels are broken, otherwise the pad isn't damaged. The cracks are in the steering wheel.

1978/86 F100/350, Bronco & Econoline used a different steering wheel, Speed Control horn pad and switch.
But, you might be able to use the bezels that surround the R & L switch buttons on your truck. 1970/80's Passenger Cars also used a horn pad with Speed Control.
You can use epoxy to fill in the cracks in the steering wheel. Experiment with the color, then add it to the epoxy before applying it.
Does your truck also have a tilt wheel?

Actually your steering wheel looks pretty good! Yeah, the steering wheel itself is cracked, but even that's not too bad. You mention the plastic structure beneath the pad (or at least I think that's what you're referring to), does it still hold your cruise buttons firmly in place? Does your horn still honk when you push on the pad?

As far as those fragile brown plastic button surrounds, once those break up, there isn't much you can do for them. Repair it the best you can, and search for a better replacement wheel. Your wheel is actually not all that bad, but perhaps a better one will come along.

I've had the steering wheel off a couple of times chasing electrical problems, and it hasn't fared too well coming on and off. I'll have to check all the wrecking yards I come across and see if I can cobble a few of them together. I was starting to think you could build a new truck from scratch with parts out of catalogs, but now we've found a part that can't be bought.

This was my wheel, cracked worse than yours, and yet in almost the exact same places. My horn pad was in really bad shape. I was planning to try to repair it, but one night an almost perfect wheel showed up on eBay with a buy it now price of $125, if I remember correctly. They are relatively rare, but you might run across one.
That said, I do think your wheel can be repaired to look great.

The horn pad unscrew from the wheel, as I'm sure you know. Since there are no more replacements for this part, you'll need to just repair this as good as possible. Epoxy putty would work great for this (I really like POR 15's epoxy putty). You'll just have to rebuild the plastic structure and use putty to replace any missing parts of it, and creating new foundations for mounting your buttons.

As for the question about POR epoxy, I'd refinish the wheel after repairing.
