P2107 and P2110

Where is the Throttle Actuator Control Module Processor on a 2008 5.4L?

Is it built into the throttle body, or integrated into the PCM?

Any ideas?

It is a separate processor that communicates with the PCM over a Bus.
Its part of the throttle body assembly and runs on its own program.
The operation is set up so the throttle can't run out of control.
This is why the code 2110 tells you the control system forced throttle back to idle and just enough to be able to move the vehicle.

Can disconnecting the wiring harness on bank 2 (injectors, coils, PCV, fuel pressure regulator, and ETB motor) cause these codes without running the motor, yet turning the ignition on?

I have the harness disconnected because I have the valve cover off. I advanced and retarded the timing 1 tooth on the bank 2 phaser. I just replaced the chains and phasers, yet the truck still runs like crap. I considered that the timing was off because I got a P0349? code concerning the CPS. There was also P2110 present before and after the repair. The P2107 is a new code that popped up today.

I did service the throttlebody, cleaned it, and checked the motor/gears. I'm unsure how to test the TPS with only a multimeter.

I think you went to far with the 349 code.
The code was only telling you the ...circuit.... to sensor bank 2 was intermittent.
You likely did not have to service the hardware in the valve train for this code.
I can't tell you what you have now but think you got yourself into more issues than was necessary.
Now the cam timing may be off from the work you did or maybe the sensor circuit being open can't operate the VCT on that bank..
The throttle codes are for some other reason now.
Don't know what else to tell you other than start all over again, be sure the cams are timed correctly and work out each code.

The timing is easy enough to fix with the "cheese" wedge method. It's simply to eliminate the possibility of bad timing. There was a P0345 as well which could be timing related. The P0349 is probably the result of a worn/broken plug on the CPS providing poor continuity. I'm not too concerned about those codes as the plug passed tests and the CPS is new.

VCT is new, but if it had an open circuit that would throw a different "cam over-retarded" code? (I forget the exact code)

I got a new throttle body coming tomorrow. I'll try that. I've eliminated all other possibilities.
