It was the O/D button causing the short. The knob at the end of the shifter had rotated over time causing the fuse to blow. There were no visible shorts in any wires

Key on engine off it goes up to 50 psi and slowly decreases. Engine on is a steady 48 psi. When I removed the hose to the fuel pressure regulator it increases to 56 psi.
