I would leave that ground strap disconnected as it severs no truck engine operation purpose anyway other than maybe a radio static ground.
But make sure you have a good block ground from the NEG...

Not yet I think you still have wiring problems.
The under hood wiring harness may have cross wires to engine harness too besides the transmission wiring problems.
We have not got to that one yet.

The 1994 E-series and the 1995 F-series both do not use pin #1 or pin #4 of the manual position shift connector.

I do not see how you could do that with the new connector.
The connectors are not shaped the same.

There is a radio capacitor by the Ignition Coil and wired to it to stop that kind of noise.
The term condenser was did away with in about 1925 as they found out the item did not condense the power...

If the PIP sensor is OK and with the this RPM statement it would have to be the Ignition coil or ICM or the wiring to them.
The NEG side of the coil is either not getting power through the Ignition...
