1989 Ranger Brake light issue

Helping my nephew on his '89, no brake lights or hazard lights.

He has a Chiltons, doesn't help me much.

Thing is, the 15amp Fuse(#1) doesn't get power until the key is turned on, even with key...

the "1" indicates it originally had a 6 cyl
The first C is 1/2 ton pickup (or commercial-depending on info you read)
the 2nd C designates...

Looking back at VanPelts site, pretty sure it's "1CC" or "1GC"...as the fist C appears to be different...

I don't think it's like that on my nephews (his truck, not mine) as I can see...
