That's just your fuel bowl vent. It can vent to atmosphere like that and be okay.
Or, you can put a hose on it and run it to your charcoal canister.

Let the engine fully warm up and then take your valve cover off. Your choke should be straight up and down....

"Pretty black plugs", that's definitely a sign your engine is using more fuel than it should (which is good since you can reduce it).
I don't think changing your timing by 8° is going to fix that...

I don't think 78° advance is correct. I don't think your engine would run! If it did, you'd have so much pinging, you'd probably have blown the tops off of your pistons by now, especially out rock...
