something is off for sure....?....It might be that the high volume Oil pumps and matching pickup tubes were for Lightning trucks with a supercharger witch probably have a deeper oil pan/ and more oil...

Doubt the whole engine would have to come out. Yes it would make the process easier to remove the pan and subsequent pick up tube. Might have to jack the engine up some...

Not as much with the oil pumps in the 2v engines like yours. More so with the oil pumps in the 3v engines.
but the concept is the same for both. Oil pressure is what keeps tension on the timing...

Was the transmission removed? Or just slid back a bit? Or the engine removed to get to the frost plugs?

I hate to add to your frustration....but....considering that it is down that far.
I would add a new oil pump to the list of things replaced.
I would make sure that the oil pump is the upgraded...

yes replace the filter along with the fresh tranny fluid....just stay away from Fram....better off with OEM or wix filters

yes, there probably is a anti siphon valve....thinking that if you take the hose off the filler neck closer to the tank, you can get around it.

I doubt that...

I have a 02' FX4 and did replace my factory shocks with Ranchos ( supposedly the direct replacements) & the new ones were significantly smaller diameter then the old factory Ranchos on both front...

I did switch from a standard LT or "P metric" tire to the heavier "E" 8 ply tire ....I did notice a bit of MPG loss. That being bout 10-20 miles per 1/4 of tank.
I have run lower PSI in the tires...
