Update

So I got a remanufactured ecm, opened it up and there was no evidence of leaking on the board and the caps looked fine although it was dusty and had a couple cobwebs in it.
Still had black smoke out...

I wouldn't put a hood scoop on for anything but to feed the engine air intake.
Otherwise it would possibly lessen the air flow thru the radiator (high pressure), not what you would want.
