rocker arm torquing

i'm almost done rebuilding my 78 351w. i was just wondering how you are supposed to adjust the vaves. i installed new lifters but reusing the push rods and rocker arms. the rocker arms are held down with a single bolt. there is no rocker arm shaft. from what i can see all you do is torque the bolt down and the lifters adjust the tension. i was told to torque them to 40 pounds but that do't seem enough to me

The sled fulcrum type rocker arm assembly uses a single 5/16" bolt to hold each pivot down. It is torqued to 18-25 ft. lbs.
