Refinishing 99 Explorer step bars
 

Does anyone know how the plastic step plates on the factory step bars come off? I want to refinish these bars since they are starting to rust and I think the rust actually started just under the plastic. I'm not sure if they are glued or have some sort of clip.

A lot of times they're held in by torques bolts.
