'88 Ranger 2.0L erratic/rich idle 2bbl carb

new motor, new carb.... everything points to the EEC-IV..my Haynes manual says take it to the dealer, does anyone know the procedure Ford uses to set this up...and why does Haynes produce a 400 page shop manual that tells you to "take it to the dealer" just frustrated
I would appreciate your input
