Harmonic balancer repair sleeve

I need to repair the sealing surface of my harmonic balancer and have purchased a repair sleeve. The instruction say to install it with the "harmonic balancer repair sleeve installation tool". Does anybody know what that is and is there a common substitute? Also, should the sleeve be sealed to the shaft with permatex of some other sealer, and if so, should it be one or two? Any input would be appriciated.

I used a repair sleeve on balancer to a 302 and recently a 351M. The repair sleeve came with a tube of cement (super glue?). Clean up shaft on balancer with 400# grit paper and clean with solvent. The tool I used was a block of wood to distribute force and gentle taps with hammer on wood. I didn't apply cement until right at the end; as I messed up one sleeve by being careful and going to slow. The counterman at auto parts store says he never uses the cement. It helped to warm the sleeve in sun before I placed it on shaft.

Thanks, I have access to a small hand press at work and was able to just find a piece of sheet metal bigger than the sleeve and pressed it on very slowly. It worked fine. I didn't get any cement with the sleeve, nor did I use any. Seems to be a nice tight fit.
Thanks,
