Rebuild or not

Hello Gents (and Lady's). I was wondering if I could pick your brains for advice. I own a 79 Bronco with the 351M (it's tired at best :-X17 ) I would like to have a little more horsepower and torque. I use it for mild to moderate trail riding and traveling to work during the winter as it snows here. I'm tired of not being able to pass other cars and only being able to do 50mph uphill :-X09 . After looking through the forums till I'm cross-eyed it seems that going to a 400 would work out well. Here are my questions!

1. Should I stick with the M and rebuild or upgrade to 400?
2. Should I buy the complete motor or build it myself? (I have a buddy who will help me build it) Any sites I can hit to check out pricing or any businesses you can recommend?
3. Is there a problem with passing smog with the 400?
Those questions should get me started and I'm sure I'll have more. I sure do appreciate any input you guys might have. TIA :-X22

before deciding try calling the local (national chain) parts store. I called around to have my engine rebuilt (390) and was getting quotes of $2000-$2500, they had one for $1250, of course it wasn't built for performance but......

i say stick with the M, because if you swap the motor you will have to go through the smog referee from what i understand and i hear that they are jerks sometimes.
