92 Explorer Tach is stuck..

I have a 92 Explorer 2WD auto. The tach is stuck at 3000 RPM wile ideling but will work when I rev it?? What could it be and how do you fix it?? Any help will really help. Thanks

I have a 91 Bronco that does the same...I haven't found a fix for it.
