Cold Ambient Package

My son has a 99 PSD, with a build date of 5/98, without the Cold Ambient Package (CAP) that gardually raises engine idle up to 1100 RPM when outside temperature is at or below freezing. It is an automatic without the PTO. Can anyone tell me if the CAP is available as an option that can be installed on his 99, or is it just a flash of the ECM.
