Can the governor be removed or just reprogrammed.

takes both keys to reprogram the MYkey feature. I would assume the dealer could do it too. Did you buy a used vehicle with it enabled?

Is it both keys or is it the need for the admin MyKey to turn it off?

I believe the only way a dealer can remove this feature when only one key is available, is by reprogramming two keys for the truck. This reprogramming should remove it since the admin MyKey is no longer registered.

How do we know he’s not talking about the 95 or 105 (not sure what it is in these trucks) limit?

A tuner can probably remove it. People are gonna tell you “but your tires!” As long as you’re not maintaining 130 mph for hours on end, you’ll be alright.
