Easier alternative
This was very informative and exactly the issue I had with a 2001 F250. I just had the windshield replaced and a recent snow and rain gave me confidence that fixed the root problem. Instead of a complete disasseble, I removed the fuse box and GEM and shook and spun by hand as much water as I could get out. Then I placed the unit on the heater vent for a couple of days. Dried like a champ. I had to do this a couple of times before the windshield was replaced, every time worked well. Might save some time and angst over the teardown and rebuild, but might not be enough for a highly corroded GEM.
