87 F150 4.9L Electric or fuel problem?

OK, this weekend I got the whole truck back together for the first time in a year. I put a new battery in and replaced all my vaccum lines, and capped a few (Air pump/Diverter) because it needs replaced. I tried starting it and it cranks fine, and I have spark, But I have only neen able to get "2" chugs out of it..... It doesnt seem to be getting fuel. When I turn the key to run I do not hear the pump energize. I do hear the relay clicking, but I am not sure if it was the Fuel relay or the EEC. ( A friend helped me)

One thing, when I connect the battery I hear a relay click immediatley. Not sure which one, But if the key is off should the relay click at all? I am thinking I may have a wire on the Solenoid in the wrong place.

Also, my inertia switch was not connected, I am putting a 92 cab on an 87 truck, so I had to match the wires and reconnect it. Does the inertia switch need to be mounted on the firewall for a good ground? I tried it with the switch just hooked up but not mounted on the firewall.

Almost done, I went underneath the truck and looked at the Pump. right now it is held in with Zip ties because the original mount was just a piece of rust. The connections are there, but the ground connection was pretty messy. Even with a test light I got no juice.... But the only time the pump gets power is in the "start" position, correct?

I pulled my dash and am going to inspect my wire harness, and reinstall, My blower isn't workng either so I am checking to make sure the harness is good before putting it back in.

With cranking & Spark, I am thinking all I need is Fuel and I am trying to check the likely culprits first. The truck ran well before I tore it apart, and I have cleaned eveything up and replaced a lot, so I am thinking it is something simlple, Any ideas wold be apprecited..:-X22
